TRAFFIC SIGNAL DESIGN
Basic Traffic Signal and System Design
W.E. Stilson Consulting Group engineers, designers, and managers have vast experience in the design and modification of traffic signals, including the planning and analysis of complex signal systems and the design of cost-effective signal layouts. We have been involved in the design of numerous traffic signal systems associated with varied applications and circumstances. Included are summaries of many projects describing each aspect of our traffic signal design experience.

W.E. Stilson’s staff has worked on numerous projects involving the planning and design of new traffic signals and systems, and the operational analysis of existing systems throughout Ohio. Our staff is skilled in the evaluation of signal systems from isolated, free operation installations to complex grid and corridor systems. Stilson understands the value of creating and maintaining efficient systems that result in improved traffic flow on existing roadways and potential reductions in fuel consumption and vehicle emissions.

SAFETY STUDIES
Corridor and Intersection Safety Analysis
The traffic engineering staff has extensive experience in this area while with Stilson Consulting Group and other consultants and government agencies. Many ODOT Highway Safety Program type projects have been successfully managed and completed; corridor and spot intersection improvements included. Accident analysis is an expertise of our staff and our experience rivals the largest firms in the state. Studies of this type and the resulting roadway re-designs have been successfully conducted for state, city, and county governments by our staff.

COMPLEX HIGHWAY LIGHTING DESIGN
W.E. Stilson’s engineering group responsible for the design and overall management of projects which include highway lighting design has combined experience of over 80 years.  Our engineering staff has been responsible for the design, coordination and administration of federal, state, county, municipal projects.

W.E. Stilson Consulting Group engineers and designers have extensive experience in lighting layouts, lighting calculations, power distribution, voltage drop calculations, quantity take-offs, and construction cost estimates.  Our staff has design experience which includes downtown (decorative) lighting, temporary roadway lighting, bridge lighting, highway lighting and signing, airport runway lighting, and high voltage distribution systems.

TRAFFIC ENGINEERING PLANNING
W.E. Stilson’s transportation planning and traffic engineering group has provided planning and design engineering to municipalities and government agencies throughout Ohio. Our engineers, designers, and managers are experienced in every phase of traffic research, evaluation and design, from short term to long term. Our staff is among the best in Ohio in urban maintenance of traffic troubleshooting and planning, and is skilled in the use of the latest traffic analysis software, including Highway Capacity Software, Synchro, Sim-Traffic, and VISSIM, enabling us to produce the most cost-effective, efficient, and aesthetic design.

W.E. Stilson Consulting Group engineers and designers have extensive experience in traffic impact analysis, site access evaluations, access management issues, parking facility planning and design, and off-site roadway design. Our staff is familiar with all applicable codes, standards, and state and local traffic safety guidelines and requirements where traffic must be maintained during construction or renovation.

STORMWATER AND UTILITIES DESIGN
W.E. Stilson Consulting Group is a leader in storm water management and utilities design for transportation projects. Our staff is experienced in evaluation of storm water and drainage issues and recommendation of solutions to mitigate flooding. We work with transportation agencies to plan and implement the best storm water management practices to minimize the impact on construction sites and promote safety on roadways. We are thoroughly familiar with all utility considerations and regularly provide utility design services to our customers, including power lines, water and sewer lines, in addition to storm water lines. We regularly provide these services on stand-alone and transportation projects.

CONSTRUCTION INSPECTION AND OBSERVATION
W.E. Stilson Consulting Group has engineers and managers with extensive experience and training in  the field for oversight of virtually all types of roadway construction, using all available ODOT references, guidelines, and procedure manuals. Our construction engineers and managers oversee general construction activities, ensuring that projects are kept on schedule and built according to approved plans and specifications.

W.E Stilson has had successful working relationships with ODOT, utility companies, contractors, sub-contractors, and municipalities throughout Ohio. Our engineers and managers stay involved in the following aspects:

Regular site visits to ensure that construction contract requirements are met

Review of proposed documentation and drawing details, as well as materials and equipment at the site

Preparation and submission of regular progress reports

Review of and recommendations regarding contractor payment requests

Review of contractor’s work progress charts and progress review meetings

Review of laboratory testing, inspection procedures, and reports

Final inspection and project close-out

W.E. Stilson Consulting Group’s engineers and managers provide full time construction observation with experienced staff familiar with contract documents, design requirements, and methods of managing construction, monitoring work as it progresses:

Daily construction observation of the contractor’s performance

Visual inspection of materials and equipment delivered at the site with respect to conformance to contract documents

Excavation and backfilling observation, with attention to protection of pipes, burial depth, and proper bedding

Review of laboratory reports and performance of tests on material and equipment for conformance

Journal of construction maintenance

Report of contractor nonconformance to the project engineer

Field change recommendations and maintenance of drawings and records of minor field changes

Review of requests for information and clarification regarding design details and communication of these to the project administrator

Maintenance of marked prints for preparing record drawings

Maintenance of construction progress record and review of contractor payment requests
